Attempted Kidnapping...8 days ago!

Below is a notice I received from the Fullerton PD's iWatch Alert System that sends subscribers  emails or text messages about criminal activity in your neighborhood.  I signed up for all of the neighborhoods so I could understand how much crime there is in Fullerton.

What troubles me is that a kidnapping is among the worst crimes a community will face and the fact that one was attempted and the public not notified has me asking why.

Why didn't the Fullerton Police department send out a press release on this attempted kidnapping?  Was the department too distracted by other events?  Which events?  

Anyway, in the interest of protecting the public from crazed murderous kidnappers, here is the alert, albeit 8 days old:

There was an attempted kidnapping of a woman on May 8 at approximately 10:50 AM in the 400 block of S. Lemon St.  As the woman was walking to school a large white truck containing 2 occupants drove past her. One of the occupants yelled at her and said “hey” out of the window. The truck passed her a second time and nothing was said. When the victim saw the truck for the third time it was parked. A suspect walked up from behind her and grabbed her arm. The victim hit the suspect and walked away from him very fast. When the suspect caught up to the victim again he put his hand underneath her jacket and said "if you run or if you scream I am going to shoot you." The victim was able to run away safely.

I am glad the victim was able to get away on her own.  Perhaps if the FPD would have released this IMMEDIATELY, the public could have helped be the eyes and ears for the officers.  The crime should have been on the news that afternoon.  Radio stations should have been reporting it.  But instead the FPD keeps the event quiet until a week has passed.  

Why did they wait?  

Was it fear of creating fear?  

Was it just not important?  

What reason could they have for not telling us about this?  

I thought the people, you know voters and taxpayers, were pretty pissed off at last night's council meeting.  Blunders like this won't help the public's perception of our police department or restore the lost trust.

Fullerton Observer Still in Twilight Zone








"One of the things that has been proposed is basically dismantling the Fullerton Police Department and bringing in the Orange County Sheriff's Department.  Some have said that it would save us a ton of money, and indeed it might, but it may have other ramifications as well.  We might be jumping out of the frying pan and into the fire." 

That was my response to a question at the League of Women Voters Forum last week about repairing Fullerton's tarnished and bruised reputation. I also spoke about accountability, something the FPD has lacked for nearly two decades until recently when several police officers and at least one non-sworn employee found themselves on the wrong side of the law.  


So, since the Observer is bent on distorting the facts, I will spell it out:  ALL OPTIONS MUST BE CONSIDERED.

That doesn't mean SEBOURN will toss out Fullerton's police officers nor does it mean SEBOURN will ask the OC Sheriff's Department to serve Fullerton.  It DOES mean that I will look at all of these options and give everyone a voice at the dais to make their case.  Major changes like this should not be made without careful consideration of the facts, and we just don't have all of them yet.

The OC Sheriff's Department has a reputation of corruption as well from the top down.  In all fairness, every police agency struggles with corruption, though some dismiss it as "misconduct".  

And if you read the Observer's mid May issue, you might be wondering who "Doug Sebourn" is.  Me too.  He might be some long lost cousin or just an imaginary candidate.  Hard to say with the Observer.

Editorial - Toxic Waste Dump In Fullerton

In yesterday’s OC Register, Councilman Pat McKinley, the chief architect of the Fullerton Police Department ‘s profound culture of corruption, responded to the news that KFI’s John and Ken are coming to Fullerton to promote his recall.

“They are toxic people who create problems for a lot of folks. I wish they would stay away.”
More PR gold from the man who ran the FPD into a moral cesspool during his 16-year stint as Chief of Police.

Oddly, McKinley has offered no public opinion as to the comparative toxicity of:
1) police officer sentenced to jail for fraud to support his pill habit.
2) police officer arrested in Miami airport for iPad theft.
3) police officer who smashed recording device on jail wall to avoid complicity in jail suicide.
4) police officers beating up and falsely arresting Veth Mam.
5) police officers lying on the witness stand about Veth Mam.
6) police officer beating up and falsely arresting Edward Quinonez.
7) police officer sexually assaulting a dozen women in the backseat of his patrol car, with recording device turned off.
8 ) police officers issuing traffic citations to harass protesters.
9) police officers ambushing and murdering a helpless homeless man.
10) police officers turning off recording devices during murder.
11) police officers colluding to falsify reports about said murder.
12) superior officers coaching said falsification.
13) return to street of said miscreants.
14) police officer spokeshole deliberately issuing lies to the media to misdirect, temporize, stall and otherwise obscure said murder and cover up.
15) councilmembers insulting protesters as “lynch-type mob.”
16) councilmembers discounting injuries of murder victim.
17) etc., etc. etc.

Good God! What a litany of toxic behavior, and the really scary part is that this is only the stuff we know about. And the chowderhead McKinley has the nerve to call anybody else on the planet “toxic?” The level of denial of responsibility is remarkable. Of course being given a $215,000 a year pension may create an unavoidable attitude of arrogance and self-entitlement.

However, Mr. McPension has a generous streak, to be sure:
“Councilman Pat McKinley said he supports the radio hosts right to stage a rally, but the former Fullerton police chief certainly disagrees with the pair’s opinions…”

Well, thanks awfully, Pat. You support the First Amendment. Well, you support it when people are watching, obviously. No elaboration about what he specifically disagrees with John and Ken about.

The Winter Holiday Anti-DUI crackdown has continued to result in a significant number of DUI arrests from local routine traffic enforcement and special Avoid the 38 DUI deployments in Orange County.

From 12:01 AM Friday December 17, 2010 through Midnight Monday, December 20, 2010, preliminary numbers show that officers representing Orange County law enforcement agencies have arrested 138 individuals for driving under the influence of alcohol or drugs.

For Tuesday December 21st there are no special Avoid Task Force operations scheduled. All regularly scheduled traffic and patrol officers will continue to focus their efforts on stopping and arresting DUI drivers during their normal shifts.

Police, Sheriff and the CHP encourage all motorists to help make your community safer: Report Drunk Drivers – Call 911. Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

DUI arrest data collection will continue through New Year’s Weekend, midnight Sunday, January 2, 2011.

The Winter Holiday Anti-DUI crackdown continued to result in a significant number of DUI arrests from local routine traffic enforcement and special Avoid the 38 DUI deployments overnight in Orange County.

From 12:01 AM Friday December 17, 2010 through Midnight Saturday, December 18, 2010, preliminary numbers show that officers representing Orange County law enforcement agencies have arrested 48 individuals for driving under the influence of alcohol or drugs.

Sadly, two DUI related deaths were reported by the Buena Park Police Department. A 44 year-old father and his 17 year-old son were on their way to a school event early Saturday morning when a suspected drunk drivers vehicle collided with theirs. Both the father and his son were pronounced dead at the scene. The suspected drunk driver was arrested upon his release from the hospital. He is being held on suspicion of two counts of vehicular manslaughter.

For Sunday December 19th, the city of La Habra will be conducting a DUI Roving patrol. All regularly scheduled traffic and patrol officers from all agencies will focus their efforts on stopping and arresting DUI drivers during their normal shifts.

OC DEPUTY ARRESTED FOR PENETRATING A MINOR

In a press release issued today by the OC Sheriff's Department, Deputy Scott Cole was re-arrested for "289 (h)".  The press release ommitts what "289 (h)" is so I offer the following answer below:
289 (h) Except as provided in Section 288, any person who participates in an act of sexual penetration with another person who is under 18 years of age shall be punished by imprisonment in the state prison or in the county jail for a period of not more than one year.

DEPUTY CHARGED WITH FELONY

Orange County Sheriff’s Deputy Scott Cole appeared in court today after the District Attorney filed charges based on accusations that led to his initial arrest in June.

He has been charged with violation of Section 289 (h) of the Penal Code and will be held at the Orange County Jail until his arraignment before a judge.

The Department publically reported his arrest in June and he has been on administrative leave since then. He had posted bond and was released from jail.

Assistant Sheriff Mike James said of the re-arrest today:
“Today is a very difficult day for us as we arrested one of our own for a crime that is the worst violation of public trust. This arrest stems from a very thorough, five-month long investigation we conducted with the Orange County District Attorney’s office. I cannot comment on the specifics of the investigation except to say that the Deputy worked in North Patrol and was put on administrative leave the same day we received the complaint.
Sheriff Hutchens and the members of the Orange County Sheriff’s Department will not tolerate any of our personnel dishonoring our badge. The public should be assured that we will use whatever resources are necessary to bring this case to justice.”

DUI Enforcement Overwhelmingly Targets La Habra

Today, in my email inbox I found a press release from the Orange County Sheriff's Department with a schedule of "DUI mobilizations" aimed at stopping drunk drivers. Aside from the debate on the constitutionality of randomly detaining and investigating drivers without cause or warrant, the press release shows that the City of La Habra will be the focus of attention from August 27 through September 4. Cops plan on having 6 separate activities during this 9 day period ranging from saturation patrols to checkpoints. For some reason, there is NO

Junk Mail and Elections

If you live in Fullerton or parts of Orange County's 4th Supervisorial District, then you are probably familiar with some of the wild political ads arriving daily. Some are ridiculous boasts of good deeds and strong support while others are just down right mean. With all of the flack flying, it can be difficult to tell who is good and who is bad. For that matter, depending on your political philosophy, all of the candidates could be great. But the uninformed voter will be lost in a tornado of mud and inflammatory allegations with some being righteous and others just rude.

So who is right? Who is the best candidate and why?

It is easy to see the many messes made by incumbents. They have had time to make decisions, the results of which are evident and measurable. We can review council and board minutes as well as video recordings of the meetings. We can look at departmental expenditures and contracts. We can take public polls to see what voters think of their elected leaders. We can look at votes of confidence to see what employees think of their employers. These are all great tools for us to use in understanding the incumbent. But what about new candidates? How can we learn about someone who has never been elected? The only way to know is to ask them, their coworkers, business partners, supervisors, employees.

In the races I am primarily concerned with this June, I think I know enough about those candidates to know who I would like to see win. Do you? Have you done your homework and understand who is running and what their motivation is? When you get a mailer that quotes a newspaper article, do you look up the actual article to see who wrote it and what the author's motivation may have been? Do you try to research other stories to understand the dynamics involved? Can you trust bloggers, like me, to provide you with accurate information?
Sometimes you just have to ask the candidates about subjects that you think are important and see what they have to say. I have done that with Bill Hunt who is an outstanding man and truly a fearless leader, the likes of which Orange County has never seen. I have asked Hieu "Hugh" Nguyen, candidate for Clerk-Recorder, what he planned to do when he wins the race. Hugh made it clear that he is a leader and a mentor. He wants to lead by example, not intimidation. I have had a few brief conversations with Shawn Nelson, who is a current Fullerton councilman and candidate for OC Supervisor. Despite being an attorney, Shawn is able to speak clearly and concisely to anyone. Ask him why he did or didn’t vote on an issue and he will likely give you a good education on the topic. And if you want to know where he stands on a given subject, just ask. I haven’t looked too deep into the other county offices and the candidates who are running for them but I will do some homework and see if I can’t find a gem in the pile.

I have tried contacting several other candidates, but none would return my emails or phone calls. Two of those were incumbents who were too busy wasting our tax-dollars to talk to me. I suppose I'm just a small fish in a big pond. But this small fish has found out some disturbing things about the current OC establishment, some of which I cannot prove without blowing the names of my multiple sources who still need their government jobs. Without getting into the name calling and HE said SHE said, I will just say that OC needs to elect some fresh blood to public offices like Bill Hunt, Shawn Nelson, and Hugh Nguyen. The others in the race, in my opinion, just aren't worth my vote. Don't take my word for it, go do your homework and learn who these people are that want your vote. Try to understand what they want. Most importantly, ask what motivates a candidate to spend hundreds of thousands of dollars on a job that pays $100K-$200K per year? Clearly, none of them are running for the salaries (but maybe a second pension)after spending so much of their own money (or is it their own money?). Is it ego? Is it power or prestige? Ask them and they just might tell you. They may give you the old "sense of civic duty" line or they may give you their vision for what they believe to be a better future. What exactly that better future will be will likely depend on your political philosophy.

Bill Hunt Visits Orange May 25, 2010

I met Michael Green just yesterday at my "other" office.  After talking with him for a few minutes Hunt's name came up and he produced this flyer.  If you haven't had a chance to meet Bill, this is a great opportunity.  The 80-guest limit means you will have time to get to know Bill and hear first hand his solutions for Orange County.  Ride with Bill on the trolley as he tours Orange with the locals.

(PERHAPS THEY PAUSE KNOWING THAT A GREAT WOMAN WAS BORNE) WORLD WAR I CONTINUED UNTIL THE TREATY OF VERSAILLES IN 1919.



ALTHOUGH SHE WAS ONLY 5 YEARS OLD, SHE SAW THE LEAGUE OF NATIONS CREATED AND THE 19TH AMENDMENT WAS APPROVED BY THE U.S. CONGRESS GUARANTEEING THE RIGHTS OF WOMEN TO VOTE.



SHE LIVED THROUGH MANY NOTABLE EVENTS. LIKE THE 1933 LONG BEACH EARTHQUAKE OR WHEN ATWOOD FLOODED ALONG WITH MOST OF ORANGE COUNTY IN 1938 AND THE FLOOD-WATERS CLAIMED MORE THAN 50 PEOPLE, 43 OF WHICH WERE FROM ATWOOD! SOMEWHERE IN ALL OF THAT SHE FOUND THE LOVE OF HER LIFE, GRANDPA LEO, GRADUATED HIGH SCHOOL, GOT MARRIED, AND HAD KIDS!



THEN THERE WAS WORLD WAR II. FROM PEARL HARBOR TO HIROSHIMA, GRANDMA WAS RAISING MY UNCLE BOB AND MOM ARLINE. WITH AIR-RAID SIRENS AND BLACKOUTS SHE WAS A WIFE AND MOTHER. WHAT A TIME TO RAISE CHILDREN! I BET GRANDMA'S PARENTS WERE ABEL TO TELL HER A THING OR TWO ABOUT RAISING KIDS IN WARTIME.



GRANDMA WAS THERE WHEN THE BOY SCOUTS OF AMERICA HELD THEIR 3RD ANNUAL NATIONAL JAMBOREE IN 1953. SHE SAW AIRBASES OPEN IN '42 AND CLOSE IN '99. SHE WATCHED WALTER KNOTT START UP HIS BERRY FARM AND WALT DISNEY TURN ORANGE GROVES AND STRAWBERRY PATCHES INTO DISNEYLAND!



SHE SAW THE HORSE AND CARRIAGE FADE AWAY INTO HISTORY AND SPACE TRAVEL EXPLODE BEFORE HER WITH THE FIRST LUNAR LANDING. JUST IMAGINE HOW MUCH TECHNOLOGY HAS CHANGED OVER THE LAST 100 YEARS. FROM TUBE RECTIFIERS TO SUPERCONDUCTORS; FROM TRANS-ATLANTIC TELEGRAPH CABLES TO SATELLITE TV.



SHE SAW MORE IN HER 93 YEARS THAN MOST OF US WILL EVER READ ABOUT, LET ALONE LIVE THROUGH!



OF THOSE 93 YEARS IT IS MY HONOR TO HAVE BEEN HER GRANDSON FOR 35 OF THEM. SHE WAS MY MOTHER WHEN MOM HAD TO WORK. SHE WIPED MY NOSE AND PUT FOOD IN MY MOUTH. SHE LET ME PLAY WITH GRANDPA EVEN THOUGH SHE NEEDED HIM TO TAKE HER TO THE STORE. SHE WAS MY GRANDMA AND I WILL MISS HER IMMENSELY.



JUST LOOK AROUND THIS ROOM; SHE DID THIS. SHE IS RESPONSIBLE FOR BRINGING SO MANY GOOD PEOPLE INTO THIS WORLD AND TOGETHER TODAY. THIS IS HER LEGACY.
