Fullerton PD Warns of Sex Predator in North Fullerton!

On 03-15-12, at approximately 0948 hours, a female was walking in the area of Calle Don Juan north of Las Palmas Street in the city of Fullerton. The male suspect approached her from behind and he grabbed her buttocks and he then grabbed her groin.

The suspect ran away and possibly into the area of Flintridge and Las Palmas Streets. There was a silver sedan seen leaving this area shortly after the suspect entered the cul-de-sac. The suspect was not seen inside the vehicle nor was there any other information on the vehicle description.

There was a previous case reported that occurred on 02-23-12 at approximately 0845 hours, in the area of Las Palmas and Flintridge Streets also on a Thursday. The suspect description was the same. During this incident, the victim was walking a stroller, when the suspect approached her from behind. The suspect kissed the victim by force and he grabbed her groin area. The victim screamed and the suspect fled.

The suspect description:
Male Hispanic, 5’0”-5'6", 160-170lbs
black mustache, 20’s-30's
medium brown skin.

Wearing dark clothing: Black long sleeve shirt/ sweater Black beanie and black pants.

Sexual Assault at Rio Hondo College

Whittier - Two instances of sexual battery were reported by women on the Rio Hondo Campus Friday, August 5, 2010 at approximately 1:00 p.m. and 2:00 p.m.:  The first incident occurred at the open air breezeway near the old library tower; the second incident occurred inside the Learning Resource Center near the Assessment Center on the first floor.
 
The alleged perpetrator is identified as a male, possibly Asian, wearing a white tank top with tattoos on both arms.  He approached the victims seeking their signature on a petition, which he carried in a metal case.

What is the Fullerton Police Department trying to hide?

A couple of years a go I subscribed to the Orange PD's iWatch system because I teach at Santiago Canyon College and feel a duty to be informed and advise my students. 
When Fullerton PD unveiled their system a few months back at a council meeting I wanted to sign up immediately.

Since signing up, I have received a few dozen email alerts of crimes around Fullerton.  On the surface, they are supposed to keep residence aware of the issues in their neighborhoods.  Subscribers can click areas on a map and receive alerts attributed to that particular area. 

A few weeks ago I noticed something odd about the alerts.  All of them were crimes involving cars getting broken into.  In some instances the crimes were automotive vandalism. 

Missing from every single alert were crimes against people, or "crimes persons" as they are known to law enforcement. I went back and reviewed the emails just to make sure.  No, not one alert that involved a robbery, rape, assault, or any other crime against a person.  Why?

Seeking answers, I contacted the Fullerton Police Department's Public Information Officer, Sergeant Andrew Goodrich.  Goodrich said that crimes persons should be included in the alerts and suggested that there were no such crimes in the particular district I had subscribed to.  A quick check of my iWatch settings indicated that I had subscribed to all 39 areas!

Concerned that there was some filtering of data that eliminated reports of rapes and assaults, I asked Goodrich how specific crimes are chosen to be posted.  Here is his response:

"Our RSVPs (retired volunteers) search through a report that is generated specifically for iWatch, and then decide from that report which crimes to report on.  The criteria and direction I give them is to include crimes that they would want to know about if they lived in those neighborhoods.  Robberies and assaults are on this report that is generated.  I will look into why there haven’t been any reported lately, but that’s how we do what we do.

There you have it; iWatch does not alert citizens to those crimes which involve people getting hurt. I suppose if people think that the only crimes being committed in Fullerton are car burglaries on the other end of town, they may feel their police department is doing just fine.

If you ever want to see just how lopsided the public reporting is, compare Fire Department service calls to Fullerton Police Department service calls.  The Fire Department openly reports their Downtown workload for paramedics while NOTHING is reported in the crime blotter.  (hat off to Fire Chief Knabe)

It's sad that we cannot trust our own Police Department to keep us informed.

Animals On Campus

My stomach turned as I read the article.  I could feel my knees trying to buckle though I sat in my chair.  My disgust began to bubble and anger began to build.  Fists clenched, jaw locked, anger overcame my normally calm and rational disposition. 

It isn't often that an article in the Orange County Register hits me like that.  The article, by Larry Welborn, was not much more than an abbreviated crime report.  It reads in part:

Raul Barrientos, 22, was accused of approaching a 19-year-old woman, who is severely impaired both mentally and physically, outside a restroom on the Fullerton College campus on April 29, according to a news release from the Orange County District Attorney's Office. The woman, who has a developmental age of a 5- to 6-year-old child, takes special education classes at the college.

Prosecutors contend that Barrientos put his arm around the victim, who wears leg braces on both legs and has impaired speech, and guided her into a stall in the men's restroom, where he sexually assaulted her while she continued to cry.

Barrientos left the woman in the bathroom, where she was found a short time later by a teacher, according to prosecutors. Campus security officers, who were searching for a man matching Barrientos' description because a separate student complained earlier about his suspicious demeanor, then located and detained Barrientos for Fullerton Police.

He allegedly had blood from the victim on his clothes and body, prosecutors said.

What is wrong with this world when such an animal is able to walk, mostly unnoticed, and hurt those who cannot fend for themselves? 

The allegations against Barrientos are extremely disturbing. 

I commend the student who complained to security about Barrientos acting suspiciously.  I also commend the security officers who found Barrientos and held him for police.  I hope that the DA’s Office and Fullerton PD detectives put together a solid investigation and case so that Barrientos never walks free.  Seek every sentence enhancement the Penal Code offers prosecutors. 

Further, it conjures compelling emotions to apply capital punishment in instances such as this.  Perhaps that isn’t the best answer but it certainly seems justified.  Our children and those unable to protect themselves must be protected.

Fullerton Cold Case Solved: Clown accused of raping 12-year-old

By EUGENE W. FIELDS FULLERTON – A 41-year-old professional clown was arrested Friday morning on suspicion of raping a 12-year-old girl in 2002.

Fullerton police Sgt. Andrew Goodrich said Jose Guadalupe Jimenez of Anaheim works as a clown under the name "El Tin Laurin," a play on the name of a popular Mexican cookie.

Goodrich said the rape took place on Jan. 19, 2002. Police believe Jimenez, dressed as a clown, grabbed the girl at the corner of Lemon Street and Commonwealth Avenue, drove her to a nearby school parking lot and raped her.

Police allege that Jimenez then took the girl to a motel on Harbor Boulevard and raped her again. Goodrich said the girl escaped when Jimenez left the car to contact the motel clerk.

"The only description we had in 2002 was that he was dressed as a clown," Goodrich said. "We had DNA from the sexual assault and we put it in the system."

Goodrich said Jimenez was linked to the rape after Jimenez was arrested for another crime in Anaheim in 2010 and his DNA was taken.

Bail Bond Agent With Ties to Mike Carona Goes to Jail

Michael Fidelis, a bail bond agent and owner of Fastrack Bail Bonds in Fullerton, first brought this story to my attention via his blog at http://www.callforbail.com/blog/.  The character at the center of the story is Ronald Lee Brockway, a bail bond agent with Respect Bail Bonds.  Brockway gave up the goods on Joseph Cavallo.  You might remember Cavallo from the Gregory Haidl rape case and that then-sheriff Mike Carona helped to cover it up.  The rape case was the beginning of the end of Carona, now a federally convicted felon serving time in Colorado for witness tampering.  The witness was Don Haidl, Greg Haidl's father.  Don Haidl was also the Assistant Sheriff, Carona's goto guy.  Carona, Cavallo, Haidl, and Brockway all had "there thing".  Anyway, Michael Fidelis tells us about Brockman through the eyes of a bail bonds agent.   

In a recent blog post called, “Bail Bonds – You Get What You Pay For”, we mentioned the serious problems the commercial bail industry is facing due to unethical and scrupulous bail bond agents. Just yesterday, the Superior Court of Orange County sentenced Ronald Lee Brockway of Respect Bail Bonds in an illegal referral scheme. Mr. Brockway was sentenced to a year in jail, fines, probation, and a six month suspension of his bail license.
Unfortunately, this is nothing new to Mr. Brockway. He avoided prosecution in 2005 in exchange for testimony before the Orange County Grand Jury, which helped put away Joseph Cavallo, an attorney. In his testimony, he claims to have received cash monies from the criminal defense attorney in exchange for referring clients.
California Code of Regulations- Title 10, Article 2, defines bail transactions as they pertain to a licensed bail agent in the State of California. Section 2071 prohibits directly or indirectly referring / suggesting an attorney to an arrestee for representation. Furthermore, section 2074 prohibits solicitation for bail to any person on the premises of any jail, prison, court, detention facility, and connections to administrations of justice.
Mr. Brockway didn’t take the previous “run in with the law” as a warning, but continued his illegal bail bond operations. In fact, he posted his own $50,000.00 bail bond back in July of 2010! It is my assumption that he had a total disregard for the law, which finally led to his arrest and conviction. The truth of the matter is, he will serve only part of his sentence just in time for the reinstatement of his bail agent’s license, an ill decision made in part of the California Insurance Commissioner.

Rape at Santiago Canyon College - UPDATE

UPDATE:

I contacted Sgt. Dan Adams at Orange PD to see if there was anything new to report on this rape.

Below is the text from his message:
The alleged victim disclosed the information confidentially to staff at the campus and pursuant to the Clery Act they were required to report it to our department. Unfortunately, the alleged victim in this case did not want police involvement. Therefore, without cooperation from a victim it is nearly impossible for us to conduct an investigation of this nature. As far as I know there was nothing on surveillance video from the area as well.

I have not heard of any other reported rapes in that area.

On Wednesday, May 12, a student disclosed to an SCC administrator that a rape occurred in an SUV located in parking lot #3 on the SCC campus at approximately 10:30 p.m. on April 28, 2010. The suspects are identified as two males.


Campus administrators notified the Orange Police Department of the report.

SCC Safety has increased its patrols and recommends the following:
· Be aware of activity and those around you
· Use a “buddy” system to get to your vehicle, especially in the evening
· Report parking lot problems (burned out lights, etc.)
· Report suspicious activities

FOR STARTERS, GRANDMA WAS BORN TUESDAY, DECEMBER 22, 1914 IN HER FAMILY'S ATWOOD RANCH HOUSE.



IT IS WORTH NOTING THOSE ALSO BORN IN 1914:

JACK LALANNE

JOE DIMAGGIO

DANNY THOMAS



AND WHO DIED IN 1914:

JOHN MUIR, THE FAMOUS NATURALIST FOR WHICH NUMEROUS ROADS, PARKS, HOTELS, AND NATURE RESERVES ARE NAMED.



IT IS ALSO WORTH NOTING THAT IN 1914 WOODROW WILSON SIGNS MOTHER'S DAY PROCLAMATION AND BABE RUTH MAKES HIS MAJOR LEAGUE DEBUT WITH THE RED SOX. MOTHER'S DAY AND BASEBALL- TWO OF MY FAVORITES!! (PERHAPS HER NICKNAME "BABE" CAME FROM BABE RUTH???)



GRANDMA WAS BORN INTO A PERIOD OF TIME FILLED WITH TURMOIL. IN JUNE OF 1914 ARCHDUKE FRANZS FERDINAND WAS ASSASSINATED. WITHIN ONE MONTH WORLD WAR I RAGED ACROSS EUROPE. TWO DAYS AFTER HER BIRTH HOWEVER, GERMAN AND BRITISH TROOPS INTERRUPTED WWI TO CELEBRATE CHRISTMAS. (PERHAPS THEY PAUSE KNOWING THAT A GREAT WOMAN WAS BORNE) WORLD WAR I CONTINUED UNTIL THE TREATY OF VERSAILLES IN 1919.



ALTHOUGH SHE WAS ONLY 5 YEARS OLD, SHE SAW THE LEAGUE OF NATIONS CREATED AND THE 19TH AMENDMENT WAS APPROVED BY THE U.S. CONGRESS GUARANTEEING THE RIGHTS OF WOMEN TO VOTE.



SHE LIVED THROUGH MANY NOTABLE EVENTS. LIKE THE 1933 LONG BEACH EARTHQUAKE OR WHEN ATWOOD FLOODED ALONG WITH MOST OF ORANGE COUNTY IN 1938 AND THE FLOOD-WATERS CLAIMED MORE THAN 50 PEOPLE, 43 OF WHICH WERE FROM ATWOOD! ALL OF THIS DURING A TIME THAT WE READ ABOUT IN SCHOOL AND KNOWN AS "THE GREAT DEPRESSION". SOMEWHERE IN ALL OF THAT SHE FOUND THE LOVE OF HER LIFE, GRANDPA LEO, GRADUATED HIGH SCHOOL, GOT MARRIED, AND HAD KIDS!



THEN THERE WAS WORLD WAR II. FROM PEARL HARBOR TO HIROSHIMA, GRANDMA WAS RAISING MY UNCLE BOB AND MOM ARLINE. WITH AIR-RAID SIRENS AND BLACKOUTS SHE WAS A WIFE AND MOTHER. WHAT A TIME TO RAISE CHILDREN! I BET GRANDMA'S PARENTS WERE ABEL TO TELL HER A THING OR TWO ABOUT RAISING KIDS IN WARTIME.



GRANDMA WAS THERE WHEN THE BOY SCOUTS OF AMERICA HELD THEIR 3RD ANNUAL NATIONAL JAMBOREE IN 1953. SHE SAW AIRBASES OPEN IN '42 AND CLOSE IN '99. SHE WATCHED WALTER KNOTT START UP HIS BERRY FARM AND WALT DISNEY TURN ORANGE GROVES AND STRAWBERRY PATCHES INTO DISNEYLAND!



SHE SAW THE HORSE AND CARRIAGE FADE AWAY INTO HISTORY AND SPACE TRAVEL EXPLODE BEFORE HER WITH THE FIRST LUNAR LANDING. JUST IMAGINE HOW MUCH TECHNOLOGY HAS CHANGED OVER THE LAST 100 YEARS. FROM TUBE RECTIFIERS TO SUPERCONDUCTORS; FROM TRANS-ATLANTIC TELEGRAPH CABLES TO SATELLITE TV.



SHE SAW MORE IN HER 93 YEARS THAN MOST OF US WILL EVER READ ABOUT, LET ALONE LIVE THROUGH!



OF THOSE 93 YEARS IT IS MY HONOR TO HAVE BEEN HER GRANDSON FOR 35 OF THEM. SHE WAS MY MOTHER WHEN MOM HAD TO WORK. SHE WIPED MY NOSE AND PUT FOOD IN MY MOUTH. SHE LET ME PLAY WITH GRANDPA EVEN THOUGH SHE NEEDED HIM TO TAKE HER TO THE STORE. SHE WAS MY GRANDMA AND I WILL MISS HER IMMENSELY.



JUST LOOK AROUND THIS ROOM; SHE DID THIS. SHE IS RESPONSIBLE FOR BRINGING SO MANY GOOD PEOPLE INTO THIS WORLD AND TOGETHER TODAY. THIS IS HER LEGACY.
