Proposition 22 is a power grab by California redevelopment agencies.It protects agencies from legislative and voter oversight, allowing them to spend more tax dollars, seize more land and sell more bonds. Redevelopment agencies now control 30% of all urbanized land and spend 12% of all property taxes, starving local agencies of needed revenues for essential services.

I read Proposition 22 in its entirety and have found several flaws. These flaws are not mistakes; they are the nefarious and misguided intentions of special interests. We need to reform redevelopment law but despite the proposition's name "Local Taxpayer, Public Safety, and Transportation Protection Act of 2010", it will not protect the taxpayer. In fact, I believe this protects certain public employee jobs to the detriment of all.

Section Six. Article XIX A, Section 2 (d): "Money in a local transportation fund shall be allocated only by the local government that created the fund..."

That sounds good until you consider that the "local government agency that created the fund" is referring to the redevelopment agency which receives its funds by diverting tax dollars away from schools, public safety, and public works projects outside of redevelopment districts. This law does nothing to protect the source of the funding, the taxpayer. Prop 22 allows redevelopment agencies to horde tax revenue while our infrastructure suffers.
