Are they out of water? Those reflecting pools use less water than the green lawn next to them.
What gives?
If it's the pumps and stuff, maybe some of those retired city workers that are getting big pensions can get together and donate their time to fix it.
Is it mantenience? Maybe the city could waive the business license fees of a pool or pond guy in trade for a visit every two weeks? They would have bragging rights in promoting their business because they could say they are the ones that take care of the city hall.
Maybe they could get a bigger company to take care of the reflecting pools by giving them a small sign ( it would have to be classy) near the pools. Sort of like naming a stadium. I would think a plumber would jump at that chance.
I'm not sure what the story is on this but it does reflect poorly on our city. Often, when something is being repaired or constructed by the City, a sign is placed that says something like "Sorry for the mess. We're fixing it." Important to note is that I knelt down on the grass to take some other pictures around City Hall and my knee sank into the muddy, soggy grass! There are other places around Fullerton that have the same over watering problem. Just another way to save money…Or waste it!

Sad to see them all dry and stuff.
